pseudo-Nonnus, Invective 1.72 (Scholia): The Phrygians, then, are said to have discovered every (kind of) augury. Of augury, one (kind) is the observation of birds - which the Phrygians discovered.
Observation, then, of birds is when, such and such a bird flying by, either in front or behind or to the right or to the left, they say that it portends such and such.
